Our Programs

MULTIFAMILY HOUSING AND COMMERCIAL DEVELOPMENT

HACE’s Neighborhood Development Program is responsible for the production of: key “bricks and mortar” projects that includes affordable housing development for first-time homeowners; development of affordable rental housing for families and elders; implementation of housing preservation initiatives; advocacy for improvements to key open space/recreational facilities; implementation of an open space/greening program for improved quality of life for the community; and development of key commercial properties along our commercial districts in support of current businesses and to make the corridors a destination for Latino arts and culture.

HACE’s Development Program has produced 291 units of housing for elders and families, constructed 50 new units of homeownership housing, purchased 77 units to preserve affordable rental housing in the community and rehabilitated 100 vacant properties for homeownership to reduce blight and vacancy rates. Our commercial real estate development activities create permanent jobs for residents, build anchors in the community and provide social services. We have developed 50,000 sq. ft. of commercial space to attract small businesses, reduce vacancy and create new jobs.

HOUSING COUNSELING SERVICES

Since 1992, HACE’s Housing Counseling Program serves as a core program to our neighborhood development strategy providing comprehensive Housing Counseling Services with a focus in the Eastern North and Lower Northeast communities in Philadelphia. HACE has served 15,000+ individuals and provides: foreclosure assistance, pre-purchase education; credit and consumer education; energy conservation education; utility payment assistance; assistance with home improvement loans and grants; and provides referrals to other resources and benefits to meet the needs of our largely low-income constituency.

Our counselors provide comprehensive housing counseling services and are trained in the areas of mortgage financing and real estate practices, tenant-landlord laws, fair housing laws, foreclosure, and energy conservation and utility assistance programs. Our counselors are bilingual (Spanish/English) and are very familiar with the needs of low to moderate-income families. Our Program has evolved to meet the organization’s mission of serving as a one-stop-shop for housing services. Our Program is nationally certified through the NeighborWorks Center for Homeownership Education and Counseling; adopted the National Industry Standards for Homeownership Education and Counseling; certified by the Pennsylvania Housing Finance Agency’s Homeownership Emergency Mortgage Assistance Program (HEMAP); and is a HUD Certified Housing Counseling Agency since 2005.

NEIGHBORHOOD ENERGY CENTER

Since 2010, HACE’s Neighborhood Energy Center has been an integral part of our Housing Counseling Program for providing low-income households information on energy conservation techniques to lower utility bills; education on common home repairs that yield the most savings; utility assistance and weatherization programs available to low and moderate income families; home repair programs for housing preservation; and developing a budget to manage household expenses. The goal of this program is to help families remain in their homes through leveraging of resources to manage utility expenses through conservation and subsidy assistance.

MAIN STREET PROGRAM

HACE’s Main Street Program uses arts and culture to revitalize the commercial corridor, which is critical for economically strong neighborhoods. HACE’s Main Street Program has been providing the needed staffing, expertise and technical support to develop, coordinate and implement a successful economic revitalization strategy based on five critical areas: organization, promotion, design, economic restructuring, and safety/sanitation.

To complement the Main Street Program, HACE has been implementing a Corridor Cleaning Program as part of the organizations revitalization efforts along El Centro de Oro since 2009, and more recently to include the Front Street Business District in 2014,  to attract new businesses, eliminate blight and attract new economic development investment in the area. Our program promotes compliance with litter regulations and we strive to reduce waste materials going to our landfills and minimize the amount of pollutants entering our storm water system which in turn will save the city money, improve quality of life and increase employment and entrepreneurial opportunities in “El Centro de Oro” and the Front Street Business District.

NEIGHBORHOOD ADVISORY COMMITTEE PROGRAM

Civic engagement is at the core of HACE’s mission, whereby neighborhood stakeholders are involved in the planning, development and implementation of neighborhood improvement activities for the elimination of blighted conditions. HACE’s NAC Program is primarily responsible for developing partnerships with residents and other stakeholders to support the implementation of various initiatives that address quality of life issues affecting our community.   Through these partnerships we strive to achieve synergy in the execution of activities to reduce crime, remove graffiti, eliminate or rehabilitate vacant buildings, clean vacant lots, improve public spaces, and increase green spaces through sustainable strategies.

CORRIDOR CLEANING PROGRAM

HACE has been operating a Corridor Cleaning Program in El Centro de Oro Commercial District since 2008. Initially it started as a pilot program with support from local businesses and resources provided by HACE. Since then, we have been successful in obtaining support to hire full-time permanent staff to implement the program in El Centro de Oro and the Front Street and Allegheny Avenue Commercial District.

Our Corridor Cleaning Program has been successful in removing tons of trash from both Commercial Districts, removing illegal posters, removing graffiti from businesses, and partnered with the Streets Department’s Un-litter Us Citywide marketing campaign. Our cleaning program is managed by the HACE Main Street Manager staff with support from the local business owners and the City of Philadelphia’s Department of Commerce.
