Villas Del Caribe was developed by HACE, a Pennsylvania non-profit community economic development corporation. The project was financed by the Pennsylvania Housing Finance Agency (PHFA), Federal National Mortgage Association (Fannie Mae), City of Philadelphia Board of Pensions and Retirement, and the City of Philadelphia Redevelopment Authority (RDA) in cooperation with the Philadelphia Office of Housing and Community Development (OHCD). Predevelopment funding was provided by the Local Initiatives Support Corporation (LISC).

Thirty-seven units are subsidized by the United States Department of Housing and Urban Development's Section 8 Program, administered by the City of Philadelphia Redevelopment Authority. Residents of these units pay 30% of their adjusted income for rent and utilities. Subject to income limits established by the federal government.
