THE FUTURE

During our recent neighborhood planning process, residents helped HACE set its priorities for the coming years. HACE will:

  • Restore the confidence of residents and investors in the neighborhood marketplace.
  • Focus on large-scale, visible developments, which anchor the area and give neighboring homeowners, local and outside investors, the confidence to invest in additional business and residential projects.
  • Contribute to a broad effort in promoting a safe and secure community.
  • Work with community residents and city officials to clear vacant homes and devastated blocks in order to eliminate safety and health hazards.
  • Create employment and business opportunities for residents and local companies.
  • Create job opportunities which is the highest priority voiced by residents. Our neighborhood development program will create jobs in the construction trades, home repair and property management. HACE will step up its activities in commercial development, focusing on supporting businesses and job opportunities for local residents.
  • Mix housing and commercial development in each anchor development area.
  • Develop quality retail shopping and services which residents need just as they need larger, better, and affordable housing. Our population is increasing, which presents clear commercial development and job opportunities.
  • Create more open space and recreation areas for residents. Designate vacant lots and properties for small parks. Designate larger yards for new housing to be developed.
La Plaza
La Plaza is strategically located on the west side of North 5th Street between Allegheny Avenue to the north and Clearfield Street to the south. Its location is within the 5th Street commercial district known as El Centro De Oro, the heart of commerce for Philadelphia's Latino community. La Plaza will provide 25,000 square feet of office / retail space to the commercial district in addition to much needed off-street parking. The La Plaza Development Site is part of HACE's strategic plan to revitalize the North 5th Street corridor as a Business Service District, serving the needs of the local residents as well as the wider Latino community. The development of this site will stimulate consumer demand in the area, provide a model for future development within the corridor, provide a focal point in anchoring and expanding the corridor and offer employment opportunities for local residents. The 5th Street commercial corridor is well established and strategically located near public transportation and within walking distance to each of HACE's existing affordable housing developments. The residents in these developments and throughout the entire community routinely patronize this district and will further support the district once it expands to include new businesses and service providers. Development of La Plaza is scheduled for completion in the year 2001.

Caribe Towers
Caribe Towers is strategically located within the Caribe Development Zone and will serve as the final phase of completion for the designated area. Caribe Towers proposes the development of a fifty seven (57) unit elderly housing facility through the conversion / adaptive reuse of the second through fifth floors of the existing 60,000 square foot, five story industrial structure currently located on the site. The first floor is dedicated to the provision of supportive services for the entire community including the elderly population of this neighborhood. The proposed development program includes fifty seven (57) one (1)-bedroom units, as well as a community room, administrative and maintenance functions and common laundry facilities for use by the residents. Caribe Towers is crucial component of the Caribe Development Zone a comprehensive development plan that upon completion will provide community residents with a combination of affordable housing, supportive service programs and recreational space. At present the Caribe Development Zone consists of Villas Del Caribe an 81 unit family housing development, and Casa Caribe a 53 unit HUD 202 development for seniors. Completion of the Caribe Towers is scheduled for the year 2001.
